The absolute number one way to make a sexy over the knee boot un-sexy is to NOT have a heel on them. The whole purpose of the over the knee boot, a la Pretty Woman, is to actually have it look sexy. There is close to zero sex appeal of an over the knee boot that has no heel. Might as well be wearing a pair of uggs.
