Who Wore it Best...Neon Pink Dresses

Better bag has to go to Girl 1. Shoes, hate to give the title to Girl 1 too but He thinks it has to be done. Just so sick and tired of Neon Dresses being all over, He really doesn't like either of these outfits. Girl 2 was smart to put on the small black belt to add a waist line into the outfit. Which outfit do you like better?

P.S. Girl 2 was with a guy in cargo shorts. It's sad that men over 14 years old still wear cargo shorts.
